Did you reinstall Windows on the new drive?

Disk drives do not come with an operating system installed.

I have an SSD with Windows on it. This is an additional drive. The PC boots fine without it

How many SATA ports does your PC have?

If more than one, I would see if plugging in the data cable in one of the ports that is not used for a SATA boot drive and see if that works.

Usually, SATA 0 is for the boot drive and SATA 1 is for a drive to only be used for storage.

If that doesn't work, I don't have any other ideas for you to try.

2 SATA connections. The drive with windows is an nvme SSD. The new one is a SATA HDD.

HP Recommended

Plug the hard drive data cable into the other SATA port and see if the error goes away.

If not, then other than the new drive being defective, I don't know what else it could be.
