My Pavillion desktop will not turn, Nothing happens when you press the power button. Had someone look at it but I wasn't impressed. He tried a new PS but that didn't fix it. He says it must be the motherboard but I think he really didn't know and wasn't interested in pursuing it. I would think if it was something on the motherboard at least something would work.
I would really appreciate any help I can get.

The person was most likely correct -- as any hardware failure on the motherboard is likely to stop the PC from working at all.
The PSU would have been my first guess, as well -- and since replacing that had no effect, it could be just about anything else on the motherboard -- and there is really no way to diagnose what that is.
Since motherboards are not repairable, you would have to replace it -- and that is a major problem as HP pays third-parties to make motherboards for them, so they do not sell them, nor do the third-parties sell them to other than HP.
