The 3:3 BIOS error code indicates a potential graphics card failure. Check this HP Site for error codes. Use the "Contact HP Support" link at this site if you are in warranty.
You could reseat the GTX 1650 Super and reconnect the power supply PCIe cable connected to this card.. You may have to replace the card if it has failed. Your PC's Intel "F" CPU does not support integrated graphics.
Your PC's specs at this Site show an Intel 10400F (no integrated graphics), a GTX 1650 Super, and a 310 watt power supply.

Very sorry to hear this.
Since your PC's CPU does not have integrated graphics you would have to try a different discrete graphics card in your PC. If you have video then the 1650 may have failed.
Or install the 1650 in a different PC. If you have video using the 1650 in a different PC, then your PC has a different hardware problem.
