Endless loop on wallpaper will not load desktop

I don’t know if anyone can help you or not, I can get past the password section but when I get to the wallpaper it goes to an endless loop. I can press control alt delete and bring up the task bar. When I bring up the task bar if I press task manager it disappears.

Follow the below steps to fix the issue:-

Press CTL+ALT+DEL then click the file and new task. then type explorer.exe and press ok.

If that doesn't work, boot to safe mode and check if that works.
