Can anyone tell me how to get into the BIOS utility, or at least the boot loader, on a TP01-2137C desktop?

Your PC uses the ESC key as the first key to press when turning on or restarting the PC.

 

You should then see both the F10 BIOS setup option and the F9 boot options menu.
