This startup message is not good to see.
Is Windows providing any information in addition to the "your device ran into a problem" message? This would be good to know.
You probably have one of two possible problems. Either problem may require connecting the system drive to a different PC to back up data if this drive can be mounted on a different PC.
Possible Causes:
1. The system drive or system memory (hardware) may be failing and has corrupted the Windows Boot Loader,
2. The Windows Boot loader has become corrupted for some other reason.
Check your PC's hardware using HP Diagnostics as follows:
Start the PC. Repeatedly tap the "ESC" key.
Select "F2". Run system and component tests to confirm: a drive problem, a memory problem, or other component problem. Run extensive tests.
Get back to the Forum with diagnostic test results.
I don't want to go any further until we can: confirm or eliminate a hardware problem.
