Welcome to the Forum.
It looks like you have a corrupted boot loader (BCD). This error can be a real PITA to fix.
Check this YouTube video for tips to correct this. Fixing a BCD problem is a complex procedure and it may fail.
I hope you have data backups. A system Image backup would also be great to have. Restore the PC to a stable image created prior to the BCD problem.
The data on this drive is recoverable prior to reinstalling the HP factory image or doing a clean windows installation if you cannot repair BCD using steps provided in the above YouTube video.
You would have to connect the system drive to a different PC as a data drive to recover data. This could be a problem if your HP PC is using BitLocker.
HP seems to be shipping W11 PCs having BitLocker enabled by default. This fact creates disk access problems if you don't have the BitLocker recovery key.
You may be in an adverse data recovery situation if you can't repair BCD and BitLocker is enabled.
