Hello
Check this by running HP Diagnostics. You might get a specific error code to verify a bad boot disk. Start the PC. Tap "ESC". Select "F2" to run diagnostics.
You will have to replace the drive and reinstall the operating system or reimage the new drive if you have made OS image backups. Get a SATA SSD instead of a platter HDD for better performance. Do you have HP recovery media? Your PC probably shipped with Windows 7 or 8 so the recovery media is not the best way to go. Download windows 10 installation media here (https://www.microsoft.com/en-us/software-download/windows10)
You might be able to recover data on the bad drive by connecting it to a different PC as a data drive.
