Fans are spinning fast, screen is black, and pic will not boot up.

Thank you for posting your query, I will be glad to help you. 
I understand your HP Desktop is experiencing the following symptoms:

  • Fans spinning at high speed
  • Black screen (no display)
  • PC not booting into BIOS or Windows

This issue is often related to hardware-level problems such as memory (RAM), graphics, motherboard, or power supply. Let’s go through a few steps to help isolate and potentially resolve the issue.

Power Reset the PC

This clears residual electrical charge and can resolve many boot issues.

  1. Turn off the PC and unplug the power cord.
  2. Press and hold the Power button for 15 seconds.
  3. Reconnect the power cord and try turning on the PC.

Check Monitor and Cable

  • Ensure the monitor is powered on and connected properly.
  • Try a different video cable (HDMI, VGA, DisplayPort).
  • If available, test with another monitor.

Reseat RAM and Expansion Cards

Loose RAM or graphics cards can prevent booting.

  1. Unplug the PC and open the side panel.
  2. Carefully remove and reinsert the RAM sticks.
  3. If you have a dedicated graphics card, reseat it as well.
  4. Try booting with only one RAM stick (if you have multiple).

Clear CMOS / Reset BIOS

This resets BIOS settings to default.

  1. Unplug the PC and remove the CMOS battery (a coin-sized battery on the motherboard).
  2. Wait for 30 seconds, then reinsert the battery.
  3. Plug in and power on the PC.

Disconnect Non-Essential Devices

Remove all USB devices, external drives, and peripherals. Try booting with just:

  • Power cable
  • Monitor
  • Keyboard

If the Issue Persists

If none of the above steps work, the issue may be with:

  • Motherboard
  • Power Supply Unit (PSU)
  • CPU (overheating or failure)
