Motherboard: HanaL (M81403-002/ SSID 89EB)
BIOS chip: GD25LR128E SIGEFQ468AJ2123
Software - NeoProgrammer V2.2.0.10
CH341A USB Programmer with SOP8 Test Clip + 1.8V Adapter
I tried to overclock the RAM on my Omen 25L to run at 3200 MHz, restarted and now I'm getting no display signal. Since then, I've noticed my PC isn't getting past POST and I have no power being provided to the USB ports. The fans and RGB lights on the CPU/RAM turn on but there are no diagnostic LEDs or sounds being made on the motherboard (as I understand there is no built in speaker).
I have taken the following steps to try to remediate the issue or narrow down what is causing the POST failure:
CMOS reset - completed multiple times, no effect.
Cleaned inside the case as I had a buildup of dust.
Reseated the GPU, RAM and CPU.
Removed all hardware components apart from the CPU, one stick of RAM (in slot 2) to see if it will POST with a paired down setup.
Used a multimeter to ensure power is being provided to the BIOS chip.
My current task is trying to flash the BIOS using a using a CH341a programmer. I have had some success reading the chip and writing without errors, using NeoProgrammer V2.2.0.10.
I'm wondering if anyone has a confirmed working BIOS .bin file? I downloaded one from the HP support site but read it could be missing:
AMD management engine firmware
EC (embedded controller) firmware
BIOS region padding and descriptors
Any help or assistance would be appreciated.

Try these steps:
Attempt a Deeper CMOS Reset
Instead of the usual jumper short, try this method:
Disconnect the PC completely from power.
Remove the CMOS battery.
Hold the power button down for 30–60 seconds.
Leave the battery out for at least 15 minutes.
Reinsert battery, reconnect power, and attempt boot.
This clears even some of the "deep" overclock settings that basic resets sometimes don't.
Test with Different RAM
Try another stick of RAM (if you have) — sometimes failed XMP profiles can mess with RAM training.
Test RAM in Slot 1 and Slot 2 individually.
Ideally, use non-XMP / JEDEC standard RAM if available.
GPU Troubleshooting
Remove the GPU completely.
Try booting using integrated graphics (your CPU should have it if it's a Ryzen G series or Intel with iGPU).
Check monitor connection (use HDMI directly to motherboard).

Thank you for coming back to me. I have already tried the long hold CMOS reset, different RAM and removing the GPU. Unfortunately, although I have a G series Ryzen, there isn't a HDMI or display port on my motherboard. Additionally I've tried booting with a paired down setup (only CPU and one stick of RAM) but I am still not getting past POST - The USB ports are not being provided with power.
I believe there is some junk data being retained in the BIOS chip that is the reason why the flash is not working. Please see the attached images from NeoProgrammer.
