I just want to confirm the comment above - I had a power outage too - after restart I received this message.
->  I think there's a step in the right direction, is it possible that this happens after hard resets/ power shorts?

Edit:  Upon finding: https://www.reddit.com/r/computertechs/comments/8yqwq4/cryptic_message_on_client_pc/

>They found they had to buy new power source. {after much talk ab wifi adapter pulls etc)

My synopsis..  .I think hard resets or power outages mess with the internals of the supply and cause it to short.  (yay surge-protectors)

                                                       - if problem occurs try new power source -
                                                                     (and get a surge protector)
