MY HP ENVY WAS SHOWING A BLUE SCREEN WITH HARD DISK ERROR. I RANT HE DIAGNOSTIC AND IT GAVE ME A CODE: 9LMWJJ-7QKBKQ-WPTWLJ-60VE03. NOW I DONT KNOW WHAT TO DO OR HOW TO SOLVE THIS. WHAT IS MY NEXT STEP?

Your primary drive has gone bad and needs to be replaced. If you can transfer any files/data from your drive to another drive (secondary drive if you have any, flash drive, external backup drive), do so at your earliest convenience.
There are a number of ways how to approach to fix your issue. I am going to show you one method that worked for me, assuming your drive is unresponsive, and you are, well stuck with your BSOD.
1.) Using a different PC, create an Official Windows 10 bootable USB drive: Create an Official Windows 10 USB - YouTube.
2.) After removing your bad drive from your HP ENVY 700-414 Desktop PC (J4V91AA), replace with a new (blank) drive* and reinstall W10: Reinstalling Windows 10 on a Blank Hard Drive - YouTube.
* If your failed/failing drive is an HDD, I would recommend replacing it with an SSD.
Your desktop came preinstalled with Windows 10, and Microsoft assigned it a unique digital signature, which is (well, should be) stored on the Microsoft Activation Servers. The Windows 10 genuine license you were previously running will be exchanged for a diagnostics key. When you reinstall Windows 10, it should automatically reactivate.
Even so, you should be able to locate your W10 product key on a label located on your desktop case. The product key looks like this: XXXXX-XXXXX-XXXXX-XXXXX-XXXXX.
