HELP PLEASE

okay so i am rough with computers still, but my pc crashed a few days ago and i needed to do a clean install of windows and i did, not my pc wont install windows. it starts the install from my USB says it needs to restart when done but then it starts back at the first step of install page, i notice my light on my keys go out for a second but pc tower lights stay on yet no matter what i try i cannot get past this issue, tried some bios fixes and yeilded no help, ran hp system check and it said every thing passed????

The only suggestion I can offer would be to remove the USB flash drive at the very moment the PC shuts down to restart.
