See this link for how to recover your PC's Bitlocker key.

 

Find your BitLocker recovery key - Microsoft Support

 

If that doesn't help, you will have to reinstall Windows if you want to use the PC again.

Your data is already non-recoverable without the Bitlocker key.

 

So, reinstalling Windows won't make a difference for recovering data.

 

That's not a possibility.
