I have HP Compaq 8200 Elite SFF Desktop PC, when required to reboot it goes into like sleep mode for two minutes then start to boot up, is this normal? or does it requires attention? I have another make PC and it boots immediately when rebooting, any owners of HP 8200E may be able to help, any help is appreciated.

Very interesting...I have the 8200 Elite CMT running W10 with BIOS v2.28 installed, and it restarts in just a few seconds.
You can read this discussion regarding the issue you are having, but it was all due to folks installing the latest BIOS revision (2.29).
Yes, I would suggest you try that procedure and if it works, then some of the older BIOS's may be affected too on W10.
If it doesn't change anything, you can always change the setting back.
2.28 is not having this problem for sure.
I have 2 8200 Elite CMT's on W10, BIOS v2.28, and neither of them do what is happening to your model.
If you ever decide to update the BIOS you have to do it in DOS, because the windows based flash is not supported in W10.
I use the F10 Flash system ROM option to update the BIOS.
Then don't update beyond v 2.28.

Did you update the BIOS to the latest version (2.29)?
If so, that is the reason.
Since you cannot roll back the BIOS from that version, your only option is this...other than installing W7 again.
Note that you will not be able to use Bitlocker in W10 after you change the below BIOS setting.
Turn off the PC...press the power button, then start tapping the ESC key until you are presented with the boot option menu.
From there, select SYSTEM SETUP. Once inside SYSTEM SETUP, select SECURITY, inside that menu select DEVICE SECURITY. Once inside that menu, select EMBEDDED SECURITY DEVICE ---> DEVICE AVAILABLE, change this one setting to DEVICE HIDDEN.
Press F10 to save, and then go back in to double check it is HIDDEN.
Exit BIOS by saving all changes.
Reboot

You're very welcome.
The only drawback is if you use Bitlocker to encrypt files.
You would not be able to use Bitlocker to encrypt files with the TPM hidden (disabled).
If you do not use Bitlocker, you will not be affected in any way that I know of, by the TPM being disabled.
Reminder...if you don't want the delayed restart issue, use the F10 BIOS flash method to update the BIOS to v2.28, and you should be able to unhide the TPM again, and still have the PC restart like it is now.
Just make sure you don't update the BIOS with the windows based flash on W10.
