HP Compaq Elite 8300 Small Form Factor PC

I have a HP Compaq Elite 8300 SFF (32 Gig of RAM, Two Hard drives, Intel Core I5-3470 CPU, Windows 11 Pro, Product B2D03UT#ABA, S/N 2UA24917JD) that keeps shutting down with a sold green LED light on in the front. The power button does not turn on or off the computer. The only way to turn off the green LED is to pull out the power cable. When you plug in the power cable in, both green LEDs on the front turn on, the LED on the DVD turn on, green LED on mother board turns on, Front and rear fan (power supply) turn on. After six seconds only the bottom front LED and the LED on mother board are on. There are no beeps or video. The hard drive never spins up. I have reseated the RAM, checked all cables. If I let the terminal sit unplugged for awhile, it will turn on and run normally for a day. What is causing this issue? Is it the power supply, Mother Board, CMOS Battery or CPU? This has been happening for a week. Any help would be much appreciated. Thank you in advance.
