Product: HP Compaq Elite 8300 Small Form Factor PC

I have a HP Compaq Elite 8300 SFF that is not powering on. When I plug the device into the outlet, both front LEDs lite up, both fans (power supply/ front cooling) spin, and  the DVD LED lite up. Six seconds later everything turns off, except the bottom LED, which is steady. The drives never spin up and I do not have any video. The power button does not work and I cannot turn off the bottom LED. There is no beeping or flashing lights. Is this being caused by a bad power supply or system board?
