Microsoft Windows 10 (64-bit)

Ugraded the win 8.1 to win 10 using using USB drive containing win10 I downloaded from Microsoft website that went fine win 10 instanled and activated.
disconnected that drive connected blank formated 240GB SSD to install win10 but PC wont boot from USB so gives no drives found.
Tried:
Connecting USB drive to differrent USB ports including USB 2.0
resetting bios to default
removing CMOS
setting USB hard drive as first boot device in legacy and UEFI
setting USB floppy/CD as first boot device in legacy and UEFI
most combinations of disable /enable UEFI legacy
turn off secure boot
boot from USB doesn't show in F9 menu

I even put the SSD in another PC (HP 490) connected the USB drive containing win10, hit start and it reads the USB (light comes on) and begins the install process just fine?
any ideas ?....
cheers
Mark
