HP Pavilion 23 All-in-one PC

I just recieved an All-in-one HP Pavilion 23 desktop and everytime I try to start the computer it goes to the time screen and then a please wait screen. It does this back and forth for 30 minutes or so and then it gets to the desktop home. I can move the mouse around on the computer but I am not able to click anything. The keyboard also doesn’t work on this computer. I know that the mouse and the keyboard both work because I’ve tested them on another computer and they work fine. I’ve ran the tests that the hp website told me to do and it hasn’t worked. Is there anything else that I can do? or is there at least anybody else who’s had this problem?

I reviewed your post and I understand that the computer is not booting to windows correctly.

 

Don’t worry, I assure you I will try my best to get this sorted.
