After a full motherboard swap and power brick swap the device still does not want to start up

all i get is a slight spin up of the fans and the power button lights up for a split second then the fans stop

Hi,

I guess it must be something attached to the motherboard. So i would try with different RAM.

I would try removing anything unnecessary for the PC to run, remove drive, detach screen. 

Basically have only the power button Ram and CPU and motherboard.

I would also consider a faulty power switch?
