Hi, we have a HP Pavilion All-in-One - 24-b227c that failed to power-on any more. The following is our spec:
Hardware/Software: HP Pavilion All-in-One - 24-b227c, Windows 10 64bit. Factory default hardware no post-market software or hardware upgrade. Basically as-is original brand new Costco factory settings.
Product Z5P71AA
Serial [personal info removed]
Problems: my aunt, who is the user of this computer, hear a pop one time during use and then computer went out of power and refused to boot since. (possible short?)
Things we tried:
1. Check to make sure that the outlet still provides power, including trying different outlets.
2. purchased and tried a brand new HP 120W power adaptor that is the exact same model as the one originally came with the computer.
3. went through all of the hardware check list provided on HP's support site, including disconnecting and holding power-button for 10sec, trying different outlets, using brand new HP brand 120W power adaptor...etc.
I am wondering what other options we have left or what help can the community provide?

Does it seem like it is working but just not displaying anything?
If you turn it on do any lights blink?
Does pressing the CAPS lock key turn on / off the caps led indicator?
Try an external monitor like hdmi cable to tv set
If totally dead check costco warranty

Not good
If from CostCo then a 2 year warranty. They have a very food customer relations policy and you might be able to return even if out of warranty.
There are videos on disassembly of HP AIO 24 systems
You could look for obvious damage. A popping noise indicates either an electrical short or a capacitor exploded. Either event should be noticeable. If you find any damage then take a picture and post it over at https://www.techpowerup.com/forums/ and ask for recommendations on fixing it.
