HP Pavilion All-in-One - 24-b217c
Microsoft Windows 10 (64-bit)

When computer is turned on, it goes to the screen that shows time and date and just stops there. Depressing keys on the keyboard does nothing and the mouse cursor does not appear.  I followed Support Assistant instructions (hard reset, clear CMOS, recover BIOS) but no luck. Their next recommendation was to open the computer and reseat RAM memory and hard drive connections, but I'm not comfortable in doing that.  Any help you can offer will be greatly appreciated.

you need to run HP PC Hardware Diagnostics provides access to a comprehensive set of tests to check for hardware failures. These diagnostics enable you to test the main components on your computer using quick tests or longer, more comprehensive tests. You can use HP PC Hardware Diagnostics even if you cannot open Windows.
