So There is a problem I’m having that just keeps restarting over and over and I managed to get onto the Esc Menu and go to F11 and there it says it’s in a Windows Recovery Environment but it’s been at this for almost a whole day and I have tried a few fixes but ultimately failed, anybody know how to fix this without having to go to a technician or send it back to the company itself?

Is it waiting for some input (keyboard? mouse-click?) from you?
It could be doing a "Check Disk", checking the logical consistency of the file-system on the disk-drive.
It could be a failing disk-drive that is impeding the "Check Disk" operation?
Does your computer have a lamp that lights-up whenever the disk-drive is accessed? Is that lamp on 100% of the time, or blinking somewhat erratically, or "dark" 100% of the time?
Reboot your computer, and start tapping the ESC key? Do you get a "start-up" menu, with an option to run the HP Hardware Diagnostics? If so, run the "short DST". The "short" means a minute of two, for the Drive Status Test. If it "fails", then your disk-drive is failing, and you need to replace it, and reinstall Windows onto the new disk-drive.
Hint: if you need to replace the disk-drive, consider purchasing a SSD ("Solid State Device") that emulates a disk-drive, but is about 5 times faster. A 500 GB SSD is affordable -- under $100 -- and should have enough capacity for most users.
