I've been in touch with HP Support and they have gone through the usual diagnostic process and could not repair so organised an on-site repair (for two desktops with the same issue).
However there is a part (motherboard) supply issue and no ETA for arrival , so in the meantime I'd check if the community has come across the issue and has any ideas please.
If I remove the power and the CMOS battery, start it up, it'll work perfectly fine... until next reboot, where it will go in a constant boot loop with no ability to access startup menu, boot menu, diagnostics, etc... it'll reboot before it does.
I've tried factory reset of the BIOS and BIOS Security, tried three different BIOS versions (2.4, 2.6 & 2.7), I've tried removing the SSD and the issue still occurs.
Any suggestions would be greatly appreciated. Thanks

This is definitely a hardware problem and I assume you have checked the warranty.
I am guessing there might be a problem with the front panel power on / off or reset switch (if any reset switch)
The manuals (parts diagram) for your system did not show enough detail to identify how it is turned on.. Please look at the motherboard and locate a cable, if any, that goes to the front panel power on '/ off or reset switch. With the system working, remove the cable and issue the windows command to reboot. If the system reboots fine then the problem is a stuck switch.
I suspect you will have to have it serviced.

Thanks, but it's nothing to do with the switch, it turns and off fine and like I said, I have the issue on TWO computers, exact same.
I expect it is a security feature causing the problem, but have reset BIOS security and TMP chip.

You are the second person I found with this specific problem. I also deactivated TPM etc, with no luck...
