The BIOS comes up on the screen when I click ESC on startup. But I cannot access the BIOS settings using F10, or any other F key.
Pressing ENTER to continue booting the system works OK.
How do I get to edit.

I didn't have to do that. Your post got me thinking about how the F keys can be locked.
To the right of F12 is the F-key lock - I had accidentally switched it to lock.

Try tapping the DEL key after powering up.
Please provide the Product ID or Model name for better assistance. Preferably the full product ID including the characters after the # symbol. There are a number of q130, some are laptops others are AIO systems.

According to this spec, you have a wireless keyboard and the screen is not a touch screen.
See if you can borrow a USB keyboard as I suspect the WiFI keyboard cannot get into the bios

I'm glad you got it working. I have z400 and logitech keyboard+mouse BlueTooth and the few times I need to get into the bios I have to go looking for a USB keyboard.
Another thing I hate about those function keys is on some system the WiFi can be accidently disabled
