HP Support Assist recommended a BIOS Update. After the update was downloaded the computer rebooted. Installation of BIOS Update process started. Computer shutdown after a few minute and stayed off. Left device for 30 minutes and returned to the device still in a power off state. Pressed the power button and Fan Spin was heard for a brief moment and the Power Button light continuously blinks. Flash, 3 Seconds, Flash 3 Seconds, Flash 3 Seconds, Flash 3 Seconds... goes on for at least 30 cycles. 

 

Here are the steps that have been performed:

  1. Removed power cord and pressed power button for 30 seconds to drain capacitors.
    • Plugged in power cord and pressed power button in with no change in Power Button Blinking POST Code
  2. Removed Back Cover and removed RAM, POST Code changed to 3.2 No Memory Error
  3. Removed Power Cord, then CMOS Battery; let sit for 3 minutes and pressed power button for 30 seconds. Plugged in Power Cord.
    • Pressed Power Button, no change to Power Button Blinking POST Code
  4. With Power Cord Disconnected, Reinstalled CMOS Battery and plugged in Power Cord
    • Pressed Power Button, no change to Power Button Blinking POST Code.
  5. Attempted BIOS Recovery Mode by connected a Wired Keyboard to one of the USB Ports. Disconnected Power Cord. Plugged in Power Cord. Pressed and held the "Windows Key" and "B" Key pressed power button for 2-3 Seconds then releasing power button while continuing to hold "Windows Key" and "B" Key to access BIOS Recovery
    • No success in BIOS Recovery (unless I am doing something wrong)

BIOS has 3 versions available for download but there is no identification I can see on the top side of the Motherboard that denotes EE, EF or F0. 

 

Thoughts?

Well it appears the culprit is the Motherboard. Doing some research on Reddit multiple reports of this board failing due to silica cracking on this chip and being stuck to thermal pad upon removal.

Thanks for the insight, I looked up the Motherboard Number on HP Part Surfer and was able to identify the right BIOS but it looks like the Board is going to have to be replaced.

a repair would probably be complicated and delicate
that's what I would have answered you
to see therefore, how much does the motherboard cost, will it be worth it!
