Microsoft Windows 10 (64-bit)

I am not sure what happened but I have a Z800 that has dual Xeon processors and 96 GB of memory.  One day the power went off and when we powered on the machine, the fans are SCREAMING and that's all it does.  I do not get a boot screen.  Video card tests fine, but otherwise it does nothing and responds to nothing.  How do I troubleshoot this?  Is this a MOBO failure?

The system does power on and I get the BLUE HP BOOT screen.  It doesn't do anything, but I do get that display.  I then reset the CMOS.  I now do not get the blue boot screen but instead a flashing cursor in the upper left of the screen.  It does nothing more.  All the while, the fans are going full blast.
