HP Recommended

Greetings, I hope this request for assistance is posted in right forum board.
I have an old HPZ 230 that was working fine until I tried to install the HP Turbo
PCIE M.2 adapter with the required Samsung 951 256GB AHCI M.2.to boot from. After doing so, the machine started acting strangely with no post and blue on/off button blinking, and then the case fans started spinning at very high RPMs. I suspected the PSU was on it's last legs and could not supply the required power to the newly installed PCIE card. I tried testing it but discovered it had an 18 pin MB plug and my tester is a 24 pin. I tried to use the tester regardless and nothing happens when I plug the PSU into the wall outlet.
I thought about buying a regular ATX PSU but was told doing that would not work as intended because of the 11v standby voltage the computer requires and the off the shelf ATX's only produce 5v. I'm trying to fix the Z 230 for light gaming for my grandson. Any help and advice would be appreciated.
