How did this happen?  Was it after a power outage?  After Microsoft update?  After Bios update?

Connect to TV with HDMI cable, see if anything shows up.  Borrow external monitor if no TV.

Connect monitor to xbox, cable tv or another computer using the same cable.  See if monitor is good.

There was a power outage and I tried to connect the display to different devices and it worked fine. Also forgot to mention the light on the computer power button did not light up.

This does not look promising.

Try the following

Unplug from wall.

Press power switch 3-4 times to discharge all residual electricity.

Plug A/C power back in.

Press and hold the power on button for 30 seconds then release

If the system does not turn on the press once and release

If the above does not work then try holding another 30 seconds then release and try to turn on.

If all fails then need to look at the power supply.   Use a voltmeter and verify it has 19.5 or more volts

Alternately take the system to a retail store and offer to buy a replacement power supply if it works.  Talk only to sales agent, do not take it to their tech support.

Nothing. It might be low voltage, but I tried different outlets. The LEDs on my keyboard and mouse turn on when I press the power button, and t can't turn it off unless I unplug it. I don't know if that means anything.

Does the CPU fan spin?

Did you try the 30 second procedure?

Is the system in warranty?

if not, then ---

There is a picture of your motherboard here

https://support.hp.com/us-en/document/c05112057

a set of better pictures is here

https://www.ebay.com/itm/384831199569

remove power cable from system and press the on button 3-4 times

remove case side to get access to motherboard

There are 4 electrolytic capacitors shown.  Examine them for visible damage such as leaking.**

touch finger to metal case then remove all memory.  Use an air duster to clean the board.

remove battery and put back in after 15 seconds.

put the memory sticks back in but use just one stick of memory.  Put the stick in the "first" slot. If the slots are numbered 0 and 1 then use 0

Plug cable back in.  The CPU fan should spin up*.  If the system does not work then unplug and move the memory stick to the other slot.,  Then try the other stick.

If the above fails I recommend getting a new system that is in your budget.  If you have important files on the hard drive you can remove it and attach the drive to the new system.

* if the cpu fan spins then the 12 volt supply works. The 5 volt works because you saw the LED lights on the USB devices.

** If you spot defective capacitors they can be replaced or you can replace the motherboard.  The picture I referenced was from ebay and total cost was USD $25.  I recommend a better system that is in your budget.
