If you are experiencing "Executing Startup Delay" and waisting 20-30sec to boot everytime from SSD equipped HP product, you can resolve yourself - HP support did not provided me good answers, only after several interactions I received formal step by step instructions to try, but did not help much. Their instructions are at the end of my message.
Here is the way I solved.
- Go to starup menu (mine was hiting ESC during booting)
- Go to BIOS setup and update System BIOS
- Select Advanced at the top
- Select Boot Options
- Make sure FAST BOOT is clicked and Change Startup Delay to zero (mine was set to 30)
- Disable Network (PXE) Boot
- Save everything and exit startup menu

Original HP Support instructions were:
- Check Boot Order & Fast Boot Settings
A misconfigured boot order or disabled fast boot could be causing the delay.
- Steps:
- Turn on the PC and repeatedly press F10 during startup to enter the BIOS.
- Go to Boot Options.
- Ensure that the primary boot device (SSD/NVMe) is at the top of the list.
- Enable Fast Boot (if available).
- Save and exit.
Be alert for scammers posting fake support phone numbers and/or email addresses on the community.
