Microsoft Windows 10 (64-bit)

My PC won't start and shows a B1InitializeLibrary failed 0xc00000bb error. 

I search the internet but the solution proposed involve BIOS. My HD is UEFI, so i cannot access the BIOS. By pressing esc, i reach the startup menu, and then i can select diagnostic.

The diagnostic tells me that the Boot test has failed, with an error code 3F0

I am trying to use the HP PC HARDWARE DIAGNOSTICS, and i downloaded the sp101423 (https://www8.hp.com/us/en/campaigns/hpsupportassistant/pc-diags.html) to be able to run the diagnostics. I installed the soft on a USB Key, but the installation does not make it a bootable USB Key. 

 

So what should I do to boot and execute the diagnostics from the USB Key?
