Edit: btw no option to disable F1 To Boot in Bios setup

Typically that message will show when there is a problem that needs your attention.  What is the message when that F1 prompt shows up?

BTW: there is no way to bypass that F1 message but to fix what is it detecting.

511-CPU fan not detected and it doesn't spin.

But when I plug it in to another computer it works fine

That warning for the CPU fan not running is very important and the PC cannot be used without the fan running, or most likely the CPU will be damaged.  For some reason the fan power must have been disrupted and needs to be repaired or find another point to power the fan.  If you run the PC without that fan running, the CPU will fail.
