When I press the start button both fans start very quietly after a minute the CPU fan starts to spin very fast. The system would not boot, no display or hard drive activity.
What is wrong with my system and how can it be fixed?

@Yorgomc -- you probably do NOT have a problem that a "BIOS Reset" will do anything. Such a step is not a "cure-all" for computer hardware problems. Instead, look elsewhere for the issue.
When you power-on the computer, it first launches the POST (Power On Self Test).
That test of the hardware spins the fan(s) at 100% speed, and 100% noise.
If *all* of the tests "pass", then the fans slow down, and get quiet.
So, your computer is "failing" the POST.
If you have to ask how to fix it, instead, you should take the computer to a technician, for them to trouble-shoot.
Or, if the computer is less than 12 months old, contact HP Support, to open a claim against the initial HP Warranty.
