Desk top will not power on. When I un plug the power cable from the wall the cpu fan spins a half revaluation which is weird. But I did unplug the psu and tested it and the fan came on. But nothing when plugged in to the pc

Thank you for posting your query, I will be glad to assist you.
I see that you are facing an issue with your PC that is not booting up.
-Perform a power drain on your PC.
1) Unplug the power cord from the PC & wall.
2) Disconnect the power cable from the AC adapter if it is a detachable part and keep it aside.
3) Press and hold the power button down for 15 seconds and release the power button, wait for about 30 seconds.
4) Plug the power cord back into the AC adapter, then connect it to the wall and to the charging port on your PC.
5) Power on the PC and wait for the PC to boot into Windows now.

It's a desk top. And it's not turning on. I tested the psu with a jumper the fan turned on and I had 12v on all hot wires. But when I conect it back to the mobo no fan but still have 12v going to the mother board. So somethings blocking power. I did the whole unplug and press power button for 15 minutes thing but nothing. I even took out the 3v batter to restet bio. No power. The funny thing is every time I unplug the power cord the cpu fan spins about a half turn. Im at a loss. It's only 2 years old.
