If your HP Pavilion desktop is not powering up after a hard reset, and you've already replaced the power supply and swapped out the power cord with no success, here are several additional steps to diagnose and potentially resolve the issue:

1. Perform a Hard Reset

Disconnect All Peripherals:

  • Unplug all external devices (keyboard, mouse, printers, etc.) from the desktop.

Power Down Completely:

  • Disconnect the power cord from the desktop and the electrical outlet.

Drain Residual Power:

  • Press and hold the power button for 15-20 seconds to drain any residual power.

Reconnect and Test:

  • Plug the power cord back into the desktop and the electrical outlet.
  • Press the power button to see if the desktop turns on.

2. Check Power Supply Connections

Verify Power Supply Installation:

  • Ensure that all connections from the power supply to the motherboard and other components are secure and properly connected.

Check for Loose Wires:

  • Inspect all cables and connections to ensure that there are no loose or disconnected wires.

3. Inspect Internal Components

Open the Case:

  • Power off and unplug the desktop. Open the case to inspect internal components.

Check for Loose Components:

  • Ensure that the RAM, CPU, and any expansion cards are securely seated in their slots. Re-seat them if necessary.

Examine for Visible Damage:

  • Look for any visible signs of damage, such as burned or damaged components, capacitors, or other parts.

4. Test with Minimal Configuration

  • Disconnect all non-essential components (e.g., hard drives, optical drives, additional expansion cards) and leave only the motherboard, CPU, and one stick of RAM connected.
  • Try to power on the desktop with this minimal configuration. If it powers on, reconnect components one by one to identify any faulty hardware.

5. Check for Diagnostic Lights or Beeps

  • When powering on, listen for any beep codes from the motherboard. These can provide clues to what might be malfunctioning. Refer to the motherboard’s manual for beep code meanings.
  • Some motherboards have diagnostic LEDs that indicate various issues. Refer to your motherboard’s manual for LED indicators.

6. Reset BIOS/CMOS

Clear CMOS:

  • Locate the CMOS battery on the motherboard (a small round battery). Remove it for a few minutes and then reinsert it. This will reset the BIOS settings to default.

Use the CMOS Jumper:

  • Some motherboards have a CMOS reset jumper. Consult your motherboard’s manual for instructions on how to use it to clear the BIOS settings.
