I can’t sign in to my desktop and I get a message that says The specified domain either does not exist or could not be contacted. Can you please tell me how to fix this

That message usually indicates the PC was setup by a company that uses a Domain for the PC to be located inside the company's network.

If this is a new PC and not located in a company's network, then you will see this because it cannot locate the specified Domain.  Assuming you are a private new user, then that PC was/is not actually the first time is was started.  I would contact the place you bought the PC to have them resolve that.  Or you might be able to reinstall Windows from the install media and start over with a fresh install, assuming you know which version of Windows existed.

Please post more detail about where this PC was obtained and the model number of the PC for more self-help.
