Desktop PC goes to blue screen of death when starting up. Error IGDKMD64.sys. Win 11, product 590-P0027C. Cannot reset using local or cloud. Web search indicates Intel driver issue but I can't escape blue screens to disable or update driver. Any help will be appreciated.

You should be able to boot normally in safe mode, if not, you may have a hardware problem..
But if you'd rather not waste time here, then yes, go see a professional.
But before spending little money, you could have tried a system reinstall, if that doesn't work then, yes repair

I was unable to boot in safe mode using any of the suggested methods. Also, I could not successfully complete either of the system restore methods. I did not try to reset to oriiginal factory image, hoping that a tech might find a way to revive the computer. I figure I will be lucky if that happens and expect the final outcome will be a new PC. Thanks again for the advce. Greatly appreciated!

Curious the safe boot can solve a lot of driver problem at startup
You tried to go into the bios, if not possible, then it could be more than a driver problem
See this, you can create a usb key, in order to test the components, it may or may not help to identify the problem:
