HP All in one 4 gb desktop. Imy desktop crashed and I was trying a factory reset then it said the bios needed to be back so I did what it said and now I get " inaccessabe boot". I have no startup disc and only get the blue trouble screen.

The " inaccessible boot" warning could mean the hard drive has failed or it could be the "Bootloader" has been corrupted.
First lets explore the possibility that the hard drive has failed. If you run the Diagnostics routine, it will tell if the drive is still healthy or needs to be replaced.
To run the Diagnostics routine, Start tapping the Esc key BEFORE starting the PC and then press the start button.
Keep tapping the Esc key until a popup menu shows. Then pick Diagnostics from that popup menu, F2.
Report back with the results. Either the drive needs Windows repaired or the drive needs to be replaced.
You can make the install media for Windows 10 with a download from here:
With a working PC, scroll down to the "Using the tool to create installation media"
and then follow the directions. You can make either the DVD or USB. Use this new media to install Windows 10.
Boot to this new media and use it depending on the results from the Diagnostics routine. If the Diagnostics routine says the drive is good, then use the new media to repair the Windows 10 install by picking "Repair this PC" upon boot up.

When the install asks for the product key, click the "I don't have a product key" option to continue,
then the install will continue. It will be activated once it connects to the internet, as it uses a digital key.

I am now getting a small blue screen that says " post password " oh I can't emergency but I'm stuck on the message it has 2 keys on each end and a Code of letters . Do i realy need to take this in. I'm fundless.

That message is far from how this started out. "Enter Power on Password" is probably a BIOS password, which I/we cannot help you with on this forum.
Did you run the Diagnostics routine in the manner I directed in a post above? Something besides what we talked about has happened since this post started, what else have you done?
Post a picture of the screen you are getting also.
