I am getting the sign in option is disabled because of failed sign in attempts or repeated shutdowns use a different sign in method.
how can I use a different sign in method when it won’t let me do anything or even reset my pin???

Welcome to the HP Forum.
Check this Microsoft document for log in options when you can't use your PIN.
Not much else you can do if you don't know the password.

I've had this happen (the PIN was not accepted) because I disabled TPM in the BIOS after deploying a W10 image to one of my PCs that was previously running W11.
I disabled TPM because I didn't want to get the W11 update from Microsoft while using W10.
I then reset the PIN after signing in using the password.
You should be able to use the password sign in option at the Windows sign in screen.
You will have to reinstall Windows if you can't sign in using a password.
