PC: HP Pavilion All-in One 23 p114.
Removed the HDD and installed a new SSD (Samsung 870 EVO SATA 1600 SSD 1 TB) and added 8GB of RAM in open slot (Crucial RAM DDR3) and then needed to install Windows 10 (64 bit). Couldn't install - error: "Boot Device Not Found 3F0." While working through HP support page I was instructed to go to BIOS/HP Setup Utility > Advanced > Intel(R) Rapid Storage Technology and 'If Intel Optane is not listed, the computer does not have Optane memory or Optane is malfunctioning and cannot be detected. Contact HP Customer Support for further assistance.' Intel Optane is not listed and therefore I am posting here.
What should I do at this point?

Did you disable Optane BEFORE replacing HDD ? Where do you put new SSD ? If on M.2 SSD slot you can't use Samsung 870 EVO SATA , please use M.2 NVMe drive.

The specs of your machine is

It does not have Optane at all. It ONLY has
- Size: 1 TB
- Interface: SATA
- Rotational Speed: 7200 rpm
And its motherboard does NOT have any place for Optane at all. Are you sure you are talking about SAME computer ? Did you buy your machine from the begining OR from someone ?
Please use Device Manager to see what it have and post back. For example my machine has 2 drives:

I am the original owner of the desktop.
When I received the "Boot device not found (3F0)" error I was going through this procedure - https://support.hp.com/us-en/document/c06101701
Procedure 3 stated "If Intel Optane is not listed, the comuter does not have Optane memory or Optane is malfunctioning..."
This is why I suspected Optane was needed. As you explained, my pc's motherboard doesn't have Optane. Sorry I can't get an image of the device manager at this time; I'll need to reconnect the original HDD and fire it back up.
In a previous post you mentioned using a different drive (M.2 NVMe drive). Is the HP Pavilion All-in One 23 not compatible with Samsung 870 EVO SATA 1600 SSD? (I plugged the new SSD drive into the same port the HDD was connected to.)

That does make sense now. Yes, you can use 2.5" SATA SSD such as Samsung 870 and plug to the old HDD port.
