I was on support.hp.com trying to resolve the issue that im having. My desktop will not boot up and on the support page it said to click on Intel Optane in the BIOS setup but that isn't an option on my desktop. Then it says, “If Intel Optane is not listed, the computer does not have Optane memory or Optane is malfunctioning and cannot be detected.” Does anyone know what to do if it cannot be detected?

There seems to be a problem with Optane memory on this model.
the "solution" was to use the Optane to host the swap and page file This particular system never had Optane to start with.
Another discussion here where the M10 Optane was not recognized and the H10 only had the SSD portaion recognized (not the Optane part)
Your system is not booting which is a different problem.
I looked at the BIOS simulator for the 290 and there was no entry or reference for any Optane
Your system spec is here. Do you have an Optane or any type of SSD in the M.2 slot?
Did the system come with Optane?
If it came with Optane then windows is on the HDD and you should be able to boot windows in safe mode from the HDD and re-install the Intel Rapid Storage Technology driver and Intel's configuration app to make the Optane work.
If your system came with an SSD instead of Optane then windows is on the SSD. A startup repair of windows should work.
If your system had that H10 Optane then windows is on the SSD portion and after a safe boot of the SSD that Intel driver can be re-installed to use the 32gb of Optane. This is a guess.
Please open your system up, look at the M.2 (if any) and report what it is back here.
Also see if you can spot a board id such as 843F, 8440, 8441, etc so the BIOS version can be identified.
Intel is getting out of the Optane business (that HP link I provided earlier)
I truly recommend you junk any Optane and get a 500gb or 1TB M.2 SSD, put it in that m.2 slot, and install windows on it.
If you provide your product ID including the 3 letters after the # sign possibly there is a cloud restore that can be used to put factory fresh windows on the new m.2
