The issue you're describing is common when something goes wrong during reassembly after cleaning. The blinking power button often indicates a hardware issue. Here are some troubleshooting steps you can take.

 

Check Connections

  • Fans: Ensure the fans are properly seated and connected to the motherboard. A loose connection can cause the system to fail to power up.
  • Battery: If your laptop has a removable battery, reseat it. For built-in batteries, ensure the battery connector is securely plugged in.
  • Cables: Verify all internal cables are securely connected, especially the CPU fan and power-related connectors.

Inspect for Damage

  • Pins: Check for any bent or damaged pins where the fan connects to the motherboard.
  • Board Damage: Look for visible signs of damage on the motherboard, such as burn marks or dislodged components.

Perform a Hard Reset

  • Procedure:
    1. Disconnect the power adapter and remove the battery (if removable).
    2. Hold the power button for 15-30 seconds to discharge residual power.
    3. Reconnect the power adapter (but not the battery) and try to power on the laptop.

Test Without the Fan

  • Disconnect the fan(s) and try powering on the laptop briefly. If it powers on (but will likely shut down shortly due to overheating protection), the fan might be defective or improperly installed.

Reseat Components

  • RAM: Remove and reseat the RAM sticks. Improperly seated RAM can cause startup failures.
  • Storage Drive: Ensure the SSD or HDD is securely connected.

Test Power Source

  • Use a different, compatible power adapter to rule out an issue with the charger.

Reset BIOS

  • If accessible, try removing the CMOS battery for a few minutes and then reinsert it. This resets the BIOS to default settings.

Diagnostics

  • Error Codes: Count the blinks of the power button. Some HP laptops use a blinking pattern to indicate hardware failures.
  • External Monitor: Connect to an external display to rule out a screen issue.
