Laptop wont power on

So ive had this laptop for a little while and cannot seem to figure out this problem that is going on. It wont turn on and what ive noticed is if I take the battery out and plug it back in then the battery charging light comes on when plugged in but if I try to start the computer then the light turnes off untill i do that again. I also tried letting it sit over night "charging". I tried with no battery and holding the power button, then plugging it in and trying it but still got nothing. I checked the power cable it was pushing 19.8v a little over but I would think thats good right? Also If the charger is not in and its just battery the laptop does nothing. I replace the power outlet inside the laptop but im stuck. I tried useing another hard drive, I took the cpu off looked at the thermal paste it was a little dried up a little but still looked usable. I want help, please if you know anything let me know.
