Welcome to the HP Support Community! I'd like to help!
I see you are experiencing issues with the HP Laptop not able to enable the legacy support.
I have a few recommendations
- When the Startup Menu displays, press F10 to open BIOS Setup. Use the right arrow key to choose the System Configuration menu, use the down arrow key to select Boot Options, then press Enter. Use the down arrow key to select Legacy Support and press Enter, select Disabled if it is enabled and press Enter.

If the legacy boot is not showing, then that option might not be available in the BIOS version you have installed on the computer. However, this should not stop you from installing the OS.
I would like to inform you that HP does not recommend you to change the configuration of the computer, you can do so at your own risk.
