HP Pavilion Desktop PC TP01-2000a (2Z6C9AV)

When we first turn the computer on it says that there have been "too many login attempts" and it does not resolve. We were afraid that it was because it was hacked or something, because we had another computer before this one with the same kind of login issue, same too many login attempts thing. Whenever we turn it off we unplug it and leave it unplugged, for fear of a hacker. The password for the recovery email also does not work. I am completely clueless on what to do, do I just take it to some computer repair place? Do they even help with issues like this one?
