I've tried win+b with the USB created per the articles I've found. It just keeps shutting down and restarting repeatedly. Any advice would be appreciated.

You mention restarting.  What is restarting?  Does the monitor show anything?  Are the keyboard LEDs blinking several times?  See if you can run diagnostics.

 

Turn on the computer by holding the power button down for 20 full seconds then release. Press the Power button one more time (if necessary) to start the computer and then repeatedly tap the ESC key and enter the diagnostic option page (F2 is diagnostics)

 

run all test but especially memory and disk drive.

Do not allow any updates if disk or memory fail, especially a BIOS update.
