Greetings @Dominicafull

Welcome to the HP Forum.

The spinning circle at startup could mean the OS boot loader is corrupted.

But it could also be a hardware problem.

Check your PC's hardware using HP Diagnostics as follows:

Start the PC. Repeatedly tap the "ESC" key.

Select "F2". Run extensive system and component tests to confirm: a drive problem, a memory problem, or other component problem.

Let the Forum know how the hardware tests go.

Fixing a corrupted boot loader without reinstalling the OS can sometimes be very difficult to accomplish. Extreme bootloader recovery options involve using the Windows Recovery Environment and may require using the command prompt to rebuild the EFI system partition.

Don't try an OS installation until we see if the boot loader can be repaired. You will lose all data on the system drive.
