Idk how to describe my issues but if someone could help that’d be amazing. My problem seems to be something with my graphics card or so I thought. I changed it from a 3060 to 4070 super. My computer worked fine for three months before it reverted to having the same issues again. I remove the card for a bit then reinstall it. Basically after a certain period it won’t boot and I mean it won’t boot at all. The lights turn on for a moment then shut right back off. I can put my settings if necessary to give greater detail.

Welcome to the HP Forum.
I get the impression this symptom was happening with a 3060 (not totally sure). You then upgraded to a 4070.
You have an intermittent problem. Intermittent problems are tough to diagnose.
Have you tried only using the 3060 again, for an extended period of time, to see how things go?
Or can you test the 4070 using a different PC?
Or try onboard graphics if your CPU supports this and your PC's rear MB I/O shield has HDMI or DP out.
All possible causes (not all may apply) I can think of are:
1. A wonky 3060 and 4070 Super (very unlikely).
2. The Nvidia 16 pin PCIe adapter has a problem. Check all connections.
3. The factory power supply has a problem.
4. The 4070 Super needs more power.
5. An intermittent: MB problem (the PCIe slot or MB traces from the CPU to the slot) or a power delivery problem (intermittent short to ground).
6. The power button.
Nvidia recommends two separate 8 pin PCIe PSU connections on some 4070 Super cards. Have you checked your specific card manufacturer's power requirements and power connections?
The Nvidia reference 4070 Super has a 220 watt TDP. But Nvidia is recommending (2 X150 watts) from the PSU on some 4070 Super cards.

Hello, sorry for slow response, it was busy week, to clarify of the 6 issues possible, I can eliminate 1-4 as I have checked all of those, I have not tried the 3060 again to see if it works, I haven’t had a chance so apologies on that front but at the very least the 3060 worked with mo issue for at least 4 years, then had the issue that 4070 is having right now, it’s similar to what other users are stating in that their comp is shutting down during games, I thought this would mean graphics card issue as that was the solution those users were given but then after about 2-3 months the issue returned which makes me believe I missed a big reason that they were able to resolve their issues, also my PSU can handle up to 800 watts in case that helps clarify!

No problem with your late response.
I believe you may have a power supply problem. An 800 watt PSU can prematurely begin to fail.
Or your PC has an intermittent MB power delivery problem if you see abrupt shutdowns when gaming with the 3060 and the 4070..
It could also be a thermal problem. Download HWiNFO portable and FurMark.
Run FurMark and HWiNFO to check graphics card stability and component temps. Also stress the CPU, while checking temps, using the FurMark CPU test.
The CPU could be the culprit.
The VRMs or the chipset could also do this. Check all component temps using HWiNFO.
I would guess the PSU has an issue if component temps look good while running FurMark.
