HP Elite Mini 800 G9 Desktop PC (550B5AV)

Brand new Mini 800 always takes two tries to power up. First press of the power button lights up the button, powers up USB, and blanks the display. No disk activity light flashes. I have to press the power button again which turns it off. Wait 5-10 seconds then press power button again and it starts up and boots normally.

I've added a 2nd HP m.2 SSD (identical to the original), otherwise stock out of the box. Keyboard plugged in to USB, mouse via bluetooth.

Everything works perfectly once it boots.

Any ideas?

I found the problem. My WD MyBook external backup drive is the culprit. It is formatted as a plain data drive with no OS, but it seems to confuse the computer. WD has workarounds on their site.
