I was working one day on my computer when all of a sudden I got a 3F0 error (boot device not found), no hard drive installed. It references to check the power and data cables but that hasn't helped. I've held down the restart for 5 seconds and pressed F2 repeatedly only to get back to the same black screen. Do I really need a hard drive? I bought this computer earlier this year!

No in 99% of the cases you just have to repair  the bootloader.

there is a simple command for this issue.

bcdboot c:\Windows /l en-us /s B: /f UEFI

But! In my example I choose the language code en-us and I assigned "B" as the drive letter.

You have to know your language code. de-DE; en-GB, nl-NL ...

You find this when you type
bcdedit
in the command prompt
in the 5th line you find "locale"

The drive letter is to be assigned by >>diskpart<<

But you have to find this first: Command Prompt

HP Consumer Desktop PCs - Boot Device Not Found (3F0) or Automatic Repair Errors

Procedure 1: Run diagnostics to rule out other hard drive issues
  1. Start or restart the computer.
  2. Press F2 repeatedly during start up to enter the HP PC Hardware Diagnostics UEFI utility.
  3. Select Component Tests > Hard Drive > Quick Test.
  4. Select drive C:.
  5. Click Run Once.
  6. Once the test completes, results are displayed on screen.

If the drive passes all tests, continue to Procedure 2.

Procedure 2: Ensure Legacy Support, under Boot Options, is DISABLED

So when I boot up the computer I'm pressing F2 repeatedly and I come to this screen. Then I press F2 and I come to the black screen. Beyond that I'm unable to advance past that screen. I did the memory test, did the storage test, selected english as the language, and there's not much more I can do. Any ideas how to get to the area where everyone is referencing?

Ok, step by step

You need an USB-Bootstick at least 8 GB

Go to

https://www.microsoft.com/de-de/software-download/windows10

and download the >>Media Creation Tool<<

When preparing the stick choose the option for a different PC

When ready you have to find out how to enter the "BIOS" >Esc< + >F9<
(It can be different in an All-in-One-Machine)

You have to boot the machine from the USB.

When ready come back

Before attempting to reinstall the computer, it is necessary to carry out the tests, as it must be mentioned
Read this

HP PCs - Testing for Hardware Failures | HP® Customer Support

You have two or three possibilities, the test gives a hard drive failure error, given the code here
The hard drive is not detected, in this case, you must directly test the option that I had indicated above
If you can't get into the bios
shut down the computer completely
when it is off, press the power button, and immediately press the F10 key several times to enter the bios menu, and try what is indicated above
I give back the link
https://support.hp.com/us-en/document/c06101701

I just indicate part of the text, but read the whole attached document

Procedure 2: Ensure Legacy Support, under Boot Options, is DISABLED
NOTE: If legacy boot support is enabled, you will NOT be able to see the Intel Optane entry as described in Procedure 3.
  1. Start or restart the computer.
Press F10 repeatedly during start up to enter the BIOS configuration utility.
Check Legacy Support and disable if it is enabled:
Security > Secure Boot Configuration > Press F10 to accept when prompted > Legacy Support
    or
    Boot Options > Legacy Support
If Legacy Support is DISABLED, skip to Procedure 3, Step 3.

The indications given here, are in order to try to restart the computer, without losing what is in the hard disk, if not too late!

It is not a reinstallation !

It just repairs the boot file!
